Action: Be realistic about the programs; only promise what can be delivered for the requested amount.

Reason 10: There is little evidence that the program will become self-sufficient in the next year and we cannot prove that it will be able to sustain itself when the grant runs out!
Action: Add a section to the proposal on plans for sufficiency - develop long-term strategy.
